A Dutch professor by the name of Lans had outlines the elements of the procedure in his records dated 1898. The procedure had yet to be performed to anyone’s knowledge. However, a man in Japan by the name of Sato had been making corneal incisions in his patients. Sato had made the incisions in the endothelial and epithelial surface of the cornea, and many of his patients suffered from corneal decompensation. Corneal decompensation is when water builds up in the cornea causing the cornea to scatter light instead of focusing it like it is meant to do.

A great advancement was made in refractive error surgery in the late 1970s when a man by the name of Dr. Fyodorov of Russia was treating a young boy who was suffering from corneal lacerations. The boy’s glasses had broken causing the lacerations to his cornea and to remove the glass the doctor shaved a thin layer off the surface of the eye. When the boy fully recovered the doctor found that his eyesight had remarkably improved in that eye. As a result the doctor researched techniques used in refractive surgery and began to refine them in order to create his own formula. In the late 1970s was when American doctors became interested in his technique and traveled to Russia to bring the technology back to the United States. The surgery was performed with traditional surgical tools in over two million patients over the next two decades. There were still some limitations because surgical tools could not shave a thin enough layer in some patients, and soon the attention turned to other possible ways the surgery could be performed.
